This matter comes before the Court on defendants' motion to dismiss and for judgment on the pleadings.

The plaintiffs in this case are seven women who are low income residents of the state of Missouri. Plaintiffs allege that they were denied Section 8 New Construction Public Housing benefits, in spite of the fact that they met the income level requirements of the program.
