Plaintiffs Anthony Greco and Buffet Internationale brought this action under 42 U.S.C. § 1983 (1982) alleging two unconstitutional takings. Their second amended complaint contained six counts. Count I alleged that the Village of Palatine and the Village Trustees transferred or revoked Buffet's liquor license without due process of law, in violation of 42 U.S.C. § 1983 and the fourteenth amendment of the United States...
