MEMORANDUM OPINION AND ORDER

ARRAJ, District Judge.

These two cases are before me on defendants' applications for attorneys' fees and expenses pursuant to the Equal Access to Justice Act, 28 U.S.C. § 2412 (1978) ("EAJA"). In November 1982, the United States Army acquired thousands of acres of land in Las Animas County, Colorado, for the Fort Carson Pinon Canyon Maneuver Site. This spawned numerous lawsuits, including the instant condemnation cases....
