Defendants appeal the District Court's declaratory judgment that they engaged in racial steering on eight occasions, in violation of Title VIII of the Civil Rights Act of 1968, otherwise known as the Fair Housing Act, 42 U.S.C. § 3604(a) (otherwise denying housing because of race), and on one occasion in violation of § 3604(c) (making statement indicating racial preference in housing); and blockbusting by mail solicitation...
