David and Linda Spurrell individually and on behalf of their children appeal the trial court's grant of summary judgment in favor of all defendants on all of the Spurrells' claims for recovery. We affirm the trial court as to the claims against the defendants Bloch, Tacoma School District, Casey, Department of Social and Health Services, and the State of Washington. We affirm in part and reverse in part the ruling as to claims against the defendants...
