CRAIN, Judge.

This matter is on appeal from a judgment of the trial court in favor of Frank H. Rayborn (Plaintiff) and against the Livingston Parish Police Jury (Defendant). This judgment declared that the defendant acted unreasonably in denying the plaintiff's application for a class A retail beer permit.1 The court then issued a writ of mandamus ordering the permit issued. From this judgment the defendant has appealed.
