The defendant, Thelonius L. Jones, was charged in a warrant with failing to identify himself at the request of a police officer in violation of § 17-13(c) of the Arlington County Code. Jones was also charged in an indictment with possessing heroin with intent to distribute in violation of Va. Code § 18.2-248.

Tried by the court without a jury, Jones was convicted of both offenses...
