This is a civil rights action for damages and declaratory and injunctive relief. It is difficult to conceive of how a complaint could be more poorly drafted. On March 2, 1982, detective Dan Wyckoff, a Denver police officer, shot plaintiff Gregory Garcia as he eluded Wyckoff in a foot chase following his arrest.
