On November 25, 1981, Norman and Catherine Stifler, on their own and without counsel, filed with the Health Claims Arbitration Office a malpractice claim against Dr. Seymour Weiner. The claim was based on radiotherapy treatment that Mr. Stifler had received from Dr. Weiner in early November, 1978.
