Petitioner appeals a decision of the Fair Dismissal Appeals Board. Respondent school district had employed petitioner since 1977 as an elementary school teacher. In February, 1984, district received a letter from the executive secretary of the Teacher Standards and Practices Commission (TSPC) advising that petitioner did not hold a valid teaching certificate. The district superintendent notified petitioner that she was terminated.1...
