Petitioner (sometimes herein called applicant) seeks review of an opinion and order of the Workers' Compensation Appeals Board (WCAB or Board) denying his petition for reconsideration of an order by a Workers' Compensation Judge (WCJ) which determined petitioner had not proved his injury arose out of and occurred in the course of his employment and that therefore he was not entitled to benefits.
