Petitioner was employed as a New York City Police Officer from January 17, 1969 to January 16, 1970 and was a member of the New York City Police Pension Fund. On June 11, 1970, petitioner obtained employment with the State of New York as a prison guard at Green Haven Correctional Facility and joined the New York State Employees' Retirement System. Admittedly, petitioner himself never directly applied to the New York City Police Pension Fund...
