The City of Detroit appeals as of right from an order of the Michigan Employment Relations Commission. The city had entered into a contract agreement with the Amalgamated Transit Union. The union represents bus drivers that work for the city. Their contract had provided for a two-year wage freeze, from July 1, 1981, to June 30, 1983.
