Appellant Eugene Dollander was laid off from his position as a group supervisor in the chemical dependency unit of Rochester State Hospital when the hospital was closed by the legislature. Information, some erroneous, was published in a series of bulletins, from which Dollander allegedly formed the belief that he was entitled to placement in any vacant position within the State hospital system for which he was qualified, ahead of any...
