The Philadelphia Human Relations Commission (Commission) appeals from a decision of the Court of Common Pleas of Philadelphia County which reversed its order finding the Trustees of the University of Pennsylvania (appellees) guilty of discrimination on account of race. The court held that there was no evidence of any discrimination on the record, but significant evidence of inadequate job performance by the discharged employee...
