We shall here hold that the Insurance Commissioner properly approved an insurance plan submitted by appellee Blue Cross of Maryland, Inc.
On April 16, 1984, Blue Cross submitted a new provider contract to the Commissioner for his approval in compliance with Maryland Code (1957, 1979 Repl.Vol., 1983 Cum.Supp.) Art. 48A, § 356.
