Gladys and Joseph Sukin appeal the Liquor Control Board's denial of an application to renew their liquor license. Two questions are presented: (1) When the City of Spokane failed to file objections with the Liquor Control Board within 20 days after receiving notice of the application, did the Board lose jurisdiction to hold a hearing on those objections under RCW 66.24.010(8)?
