FACTS

On August 25, 1984, Officer Ernest S. Bloomquist, a Wisconsin police officer, and his partner were pursuing a car on the "High Bridge" from Superior, Wisconsin to Duluth, Minnesota. Bloomquist observed Swapinski's truck on the bridge driving about 65 miles an hour in a 45 m.p.h. zone. The truck crossed into Minnesota and slowed down, but still exceeded 45 m.p.h.
