DYKMAN, J.

Chileda Institute, Inc., appeals from a summary judgment dismissing its action against the City of La Crosse. Chileda sought the refund of property taxes paid under protest and a declaration that certain real property is exempt from property taxes. The issues on appeal are whether Chileda's status as an institution for the care of dependent children confers exemption under sec. 70.11(19), Stats. on property it leases for such purposes;
