In her petition, plaintiff, Barbara James Fisher, alleged that defendant, State of Louisiana, Through the Department of Public Education, had refused to pay for or furnish recommended medical treatment, and, in addition, had reduced medical benefits to plaintiff because she was represented by an attorney.
