Skagit County and Bow Hill Neighborhood Association (Neighborhood) appeal a writ of certiorari which declared void two resolutions of the County Board of Commissioners. We affirm as to the Zoning Map Resolution 8737 and reverse as to the Comprehensive Plan Resolution 8736.
