These cases involve the effect of amendments to the Trade Act of 1974 (Trade Act), Act of January 3, 1975, Pub. L. No. 93-618, 19 U.S.C. §§2101-2487, contained in the Omnibus Budget Reconciliation Act of 1981, Pub. L. No. 97-35, 95 Stat. 881 (1981).
