The School Committee of Boston (school committee) has appealed from judgments of the Superior Court which affirmed an arbitration award of damages to 710 tenured teachers who were laid off by the school committee prior to commencement of the 1981-1982 school year. Because there were no uncommitted, appropriated funds available to the school committee to employ the teachers during that year, we conclude that the arbitrator acted beyond his authority...
