Ostensibly, this appeal is about the non-payment of real property taxes (by the appellant-property owner, Isidore Gordon Preissman) and the collection of those taxes (by the appellee, Mayor and City Council of Baltimore). But that's not the whole story. There is a bizarre twist to this case. Because the City eventually realized that it had indeed collected the delinquent taxes, it wanted to return to appellant certain properties that it had sold and...
