OPINION

HASTINGS, J.

Plaintiff/appellant Sandra Read (appellant) appeals the dismissal of her suit against defendants/respondents City of Lynwood (the City), Charles Gomez (the city manager) and E.L. Morris (the mayor). The dismissal followed the sustaining of respondents' demurrer to the first amended complaint, the operative one on appeal.1
