St. Cloud Hospital appeals the trial court's decision that violation of the Vulnerable Adult Act, Minn.Stat. § 626.557 (1982 & Supp.1983), which requires hospital personnel to report abuse of vulnerable adult patients, imposes absolute liability for damages caused by the failure to report.
