This is an appeal from a determination of the Industrial Accident Board ("Board") dated July 17, 1984, and a subsequent clarification dated July 25, 1984, which denied attorney's fees pursuant to 19 Del.C. § 2127(a). The Court has determined that the Board's decision must be reversed.
