FACTS

Following a court trial, appellant was convicted for going through a red traffic signal. Minn.Stat. § 169.06, subd. 5(c), (d) (1982). During rush hour on May 9, 1984, a Bloomington police officer was monitoring the entrance ramp leading onto southbound Interstate 35W from 98th Street.
