Land Construction Company, Inc., brought this action for a declaratory judgment, injunctive relief and damages against Snohomish County, the County Executive and the county council members. Valley Cement Construction, Inc., intervened as a defendant. The trial court granted summary judgment in favor of Snohomish County and Valley Cement. Land Construction appeals.
