These consolidated appeals arise from condemnation proceedings initiated on December 1, 1982, when petitioner, town of Cotton Hill Road District, filed a separate petition in the circuit court of Sangamon County seeking to obtain right-of-way to widen and change the approaches to a bridge which was part of a township road.
