Brooks, Jr., sued the Plumbers and Steamfitters Local 106 Health & Welfare Fund for $1,359.00, the value of services rendered to him by the Veterans Administration Hospital in Alexandria, Louisiana. Brooks further prayed for double damages and attorney fees as penalties for arbitrary and capricious failure to pay.
