On July 1, 1982, this Court, in a unanimous opinion, affirmed the judgment of the District Court of Ward County. Three Affiliated Tribes of the Fort Berthold Indian Reservation (Affiliated) had appealed from a judgment of that court dismissing the complaint for lack of subject matter jurisdiction. The basic issue on appeal was whether or not the state court had subject matter jurisdiction over a civil action arising within the exterior boundaries...
