The Commissioner of Labor and Industries (commissioner) set fiscal year 19834 wage rates for the Boston Housing Authority (BHA), pursuant to his authority under G.L.c. 121B, § 29, and G.L.c. 149, § 26. The BHA and the Cambridge Housing Authority (CHA) successfully challenged those rates in the Superior Court, which remanded the rates to the commissioner for redetermination.
