Plaintiffs commenced this action seeking damages for injuries caused by the alleged negligence of Eugene Carpenter, Centre Township Sewage Enforcement Officer, in issuing a sewage permit. Plaintiffs claim defendant's negligence resulted in the installation of a non-suitable sewer system. This system has malfunctioned since its installation in 1977.
