Kenneth L. Titcomb filed a petition for a writ of habeas corpus in the Virginia Supreme Court alleging that his trial and conviction should be nullified because of ineffective assistance of counsel. The writ was awarded returnable to the Circuit Court of Prince William County. After hearing the evidence at a plenary hearing, the circuit court found that Titcomb failed in his burden of proof and denied his petition for the writ. Titcomb initially appealed...
