Memorandum:

The 22-month delay between defendant's arrest and his trial violated his right to a speedy trial guaranteed by statute (CPL 30.20) and the Constitution (US Const 6th Amend; Klopfer v North Carolina, 386 U.S. 213). Defendant was arrested on July 23, 1981. On December 17, 1981 the People announced on the record that they were ready for trial...
