BORDEN, J.

The plaintiff corporation appeals from the judgment of the trial court dismissing its administrative appeal from a declaratory ruling of the defendant architectural registration board. That ruling declined to recommend to the other defendant, the department of consumer protection, that the plaintiff be issued a certificate of registration for the joint practice of engineering and architecture. We find no error.
