In October 1980, respondent, Victor Coralin, was convicted of two counts of criminal sexual conduct in the Dakota County District Court. Coralin subsequently left the state, delaying sentencing until September 1983. The trial court conducted a hearing for post-conviction relief in August 1984. The petition was denied and appeal taken to the Minnesota Court of Appeals. The court of appeals reversed the trial court, and appeal was taken to this court...
