This matter is before the court by way of an appeal from the failure of the Taylor Borough Council to amend the Taylor Zoning Ordinance to provide for sanitary landfills as a permitted use. Appellant argues that the zoning ordinance is illegally exclusionary with respect to landfills and, therefore, the borough councils' failure to amend should be reversed and the council should be ordered to issue a landfill permit for the premises...
