This case involves the issue of whether appellant is liable for attorney fees and expenses pursuant to R.C. 163.01 et seq.
Generally, an unsuccessful litigant is not liable for the litigation expenses, including attorney fees, of its adversary in the absence of a statute providing for their allowance. See Sorin v. Bd. of Edn. (1976),
