Wooten, Sr., seeks damages in excess of $18 million dollars from the United States Department of the Interior ("DOI") for alleged overcharges for federal royalty crude oil that the debtor, Evangeline Refining Company ("Evangeline"), purchased from the Government from July 1974 through December 1982.
