Wilkins Township appeals1 here from an order of the Court of Common Pleas of Allegheny County which directed the Township to issue a Street Excavation/Curb Permit to Organ Grinder Pizza Parlor, Inc. (Organ Grinder) and Thomas and Barbara Reilly (landowners).
