Mary Sue Estes appeals the denial of her application for disability benefits under provisions of the Railroad Retirement Act of 1974 (RRA) authorizing payment of an annuity to the child of a deceased employee covered by the RRA if the child was disabled before reaching the age of twenty-two.1 The Railroad Retirement Board (RRB) denied Estes' application on the ground that she was not disabled before she was twenty...
