Appellant, Larry Allen, was convicted by a jury in the court of common pleas for carrying a concealed weapon in violation of R.C. 2923.12.

On January 7, 1983, Allen was driving an automobile in the city of Brooklyn, Ohio with his passenger, John Bowdrie. Officer Daniel Gasper observed Allen make an illegal right turn from the center lane of Memphis Avenue and noticed that the vehicle's rear license plate was obstructed by some red plastic...
