Petitioner appeals as of right from a circuit court order affirming the denial by respondent of petitioner's application for a license to practice psychology. We reverse.

Petitioner applied for a license on July 30, 1979. A hearing was held on November 24, 1980. In an opinion dated August 19, 1981, the hearing examiner concluded that petitioner had failed to meet the "training" or internship requirements...
