This is an appeal from a judgment of the United States District Court for the District of Columbia granting summary judgment against the plaintiff in a suit under the Freedom of Information Act (Information Act), 5 U.S.C. § 552 (1982). Plaintiff sought disclosure of transcripts of tape recordings of White House conversations involving former President Nixon. The transcripts were made from the tapes by the Watergate Special Prosecution...
