Appellee (defendant) entered a guilty plea to charges of violating VC §4943(b)(1)* and was sentenced to pay a fine under 75 Pa.C.S. §6502, plus costs. The court accepted the guilty plea after denial of PennDOT's motion to amend the charging citation. PennDOT appealed the court's denial of its motion challenging the acceptance of the guilty plea and pursuant to Pa.R.A.P. 1925, this opinion...
