Dimasalang House (the House) in San Francisco, California, is a low-income housing project for the elderly, subsidized by federal funding under section 202 of the National Housing Act (NHA), 12 U.S.C. § 1701q (1982), and section 8 of the United States Housing Act of 1937 (USHA), 42 U.S.C. § 1437f (1982).
