CHOY, Senior Circuit Judge:

Defendant, Samuel C. Snaer, was convicted in the Superior Court of Guam of aggravated assault and possession and use of a deadly weapon during the commission of a felony. He was sentenced to seven years in the Guam Penitentiary for the aggravated assault charge, and to another seven years to be served consecutively for the deadly weapon conviction, with an additional three year special parole requirement and ineligibility for parole, probation...
