GULBRANDSON, Justice.
Dee Shepard appeals a Workers' Compensation Court order awarding him disability benefits. The issues on appeal are whether the lower court erred by (1) refusing to increase Shepard's award under § 39-71-2907, MCA, for unreasonable delay or refusal to pay; (2) holding defendant insurer not liable for medical expenses paid by other health care providers who have not sought reimbursement from Shepard.
